You lift the cover, dial the right combination and then turn the cover to the right and you can unlock the lock. There also appears to be a switch on the back, likely to help set the combo to what you want. I do not see a date on the lock, just a long list of patent numbers on back. Along with "Made in USA". The last patent date puts this guy around 1927... Coming up on 100 years old! Lock is 2 ¾ tall.
